JOB SUMMARY:

The purpose of this position is to provide professional legal support to the General Counsel in representing and advising the Clayton County Water Authority (CCWA) on a wide range of legal, regulatory, and operational matters. The Staff Attorney assists in protecting and defending the Authority from possible litigation; prepares and reviews legal documentation; provides legal advice to management and departments; and performs other legal services as assigned.


ESSENTIAL JOB FUNCTIONS:

• Assists the General Counsel in researching, drafting, reviewing, and negotiating contracts, agreements, and other legal instruments, including procurement, construction, engineering, vendor, real estate, and intergovernmental agreements.
• Provides legal support on matters involving risk management, procurement, employment, regulatory compliance, real estate, and administrative law.
• Prepares legal memoranda, correspondence, and opinions for review and approval by the General Counsel.
• Reviews and interprets laws, regulations, and proposed legislation affecting CCWA operations; recommends policy or procedural changes to ensure compliance.
• Responds to routine Open Records Requests and assists with subpoena responses and document production.
• Provides legal review of departmental policies, procedures, and communications to identify and mitigate legal risk.
• Assists with management of outside counsel, including coordination of litigation and claims activity.
• Supports the General Counsel in advising the CEO, senior management, and the Board of Directors on legal and governance matters. • Maintains confidentiality and exercises sound judgment in all legal and operational matters.
• Performs other related duties as assigned to support the legal function.


MINIMUM REQUIREMENTS TO PERFORM WORK:

• Juris Doctor (JD) degree from an accredited law school.
• Minimum of five (5) years of progressively responsible experience practicing law, preferably including public sector, utilities, infrastructure, or local government experience.
• Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.


Required Licenses/Certifications:

• Must possess and maintain a valid Georgia driver’s license.
• Must have a Georgia license to practice law.
• Member in good standing of the State Bar of Georgia.


PHYSICAL DEMANDS:

• This position classifies the physical exertion requirements as sedentary work involving lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally, and other sedentary criteria are met.
• Tasks may involve some pushing and/or pulling of objects and materials of light weight; tasks may also involve extended periods of time at a keyboard or workstation. Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds,
